Senior Budget Analyst

Senior Budget Analyst – Army Working Capital Fund (AWCF)

 

A minimum of ten (10) years of experience as a Budget Analyst or Accountant with specific experience with the following:

  • Ten (10) years of experience working with and using the Logistics Modernization Program (LMP) for Army Working Capital Fun (AWCF) budgeting and accounting.
  • Ten (10) years of experience performing Supply Management and Depot Maintenance financial management including budget, accounting and manpower issues.
  • Ten (10) years of experience developing or providing input to AWCF budget formulation documents, including Program Operation Memorandum (POM) and Budget Estimate Submission (BES).
  • Five (5) years of experience using the GFEBS (General Fund Enterprise Business System).

 

Background - Educational and Other

  • B.A. / B.S. Degree in a business field is required. Master’s Degree in Business Administration, Administration or Finance is preferable.
  • Current Secret Clearance is required.
  • Duty Station is Aberdeen Proving Ground, MD

 

Responsibilities:

  • Knowledge and understanding of Army Working Capital Fund (AWCF) business areas (Supply Management, Depot Maintenance and Transportation).
  • Hands on experience in the planning and execution of AWCF matters including Budget, Accounting/Finance, Financial Systems, Manpower and Fiscal Policy.
  • Provide AWCF-SMA monthly execution support to include: analysis of Demands, Sales and Credit returns.
  • Knowledge and understanding of AWCF Industrial Operations (IO) business areas as well as the Capital Investment Program (CIP).
  • Experience in coordination with Army depot personnel on AWCF resource matters across the spectrum of the planning, programming and budget execution cycle.
  • Ability to provide formal and informal training to the AWCF staff involving all aspects of budget formulation, execution planning, execution and execution analysis and reporting involving the AWCF-SMA/IO/CIP programs.
  • Ability to provide expert advice and recommendations regarding AWCF Fiscal Policy issues.
  • Expert operational knowledge of the Logistics Modernization Program (LMP) project effort.
  • Well versed in the interoperability between LMP and GFEBS; ability to identify and deconflict financial and manpower issues between LMP and GFEBS.
  • Demonstrated experience in preparing and delivering presentations to senior military and civilian personnel concerning complex AWCF-related matters.
  • Participate in AWCF meetings covering a variety of topics to include: Logistics Operations Management Fee, Cost Allocation, and Year End planning and execution.
  • Prepare high priority tickets for LMP system’s activities.
  • Provide support regarding forecasting and tracking AWCF payroll to include analyzing monthly accruals.
  • Participate in special projects and integrated process teams, at various levels of command, as the AWCF Subject Matter Expert.
  • Attend meetings, workshops and after action reviews while in a travel status (less than 25%).

Accountant - Audit Readiness

Accountant - Full Time, Duty Station Aberdeen Proving Ground, MD

Requirements: Five (5+) years of experience as an Accountant within the Federal Government.
  • Defense Workforce Improvement Act (DAWIA) (Business and Financial Management) Certified
  • Defense Financial Management, or private sector equivalent which demonstrates that the candidate meets the education, training, and experience.
  • Three (3) years of experience performing financial statement audits and/or auditability assessments
  • Three (3) years of experience in reviewing, analyzing, validating, and reconciling financial/accounting information
  • Knowledge of Sarbanes-Oxley Section 404 and/or OMB Circular A-123 documentation, Financial Improvement Audit Readiness (FIAR), testing and reporting requirements.
  • Consulting experience in any of the following areas:
    • business process improvement
    • financial management policies and procedures
    • financial system integrations
  • Familiarity with U.S. government financial accounting systems.

Responsibilities:
• Supports the organization’s Management Accounting Office.
• Analyzes, processes and reviews funding actions to preclude overstatement of funds.
• Reviews financial management process and internal controls to achieve audit readiness for Statement of Budgetary Resources.
• Reviews, researches, and recommends on expired appropriation funding requests/overruns and consolidate these requests for management review.
• Reconciles and analyzes monthly financial reports pertaining to execution of appropriated funds to include funds received, commitments, obligations, expenses, and disbursements to identify discrepancies, abnormal balances. Recommends recommend corrective actions.
• Performs reimbursable accounting to ensure the proper recording and maintenance of financial data pertaining to customer requirements and recorded within the applicable financial systems.
• Evaluates customer reimbursable orders to determine if any unused funds are available.
• Coordinates funding efforts for Foreign Military Sales end item requirements. Develop final pricing for FMS major end item requirements. Perform FMS line/case closure reconciliations.
• Performs the management and reconciliation of travel authorizations and vouchers via the Defense Travel System (DTS). Provide reports and travel card assistance pertaining to initial applications, limits, and delinquencies.
• Performs reviews of unliquidated obligations/negative unliquidated obligations (ULO/NULO) to determine if abnormal balances represent legitimate unfilled orders or accounts payable.

Senior Procurement Analyst

  • 10-15 years of Procurement experience
  • The candidate will develop and update program documents, including acquisition requirement package documents used to generate a Request for Proposal to industry.
  • They will have experience with developing award documents for Acquisition Requirements Packages (ARP) to include:
  • Independent Government Cost Estimates (IGCE)
  • Service Contract approvals (SCA)
  • Performance Work Statements (PWS)
  • Task Orders (TO) / Delivery Order (DO)
  • Contract Data Requirements List (CDRL)
  • Technical Evaluation (Tech Eval)
  • Contract Letters, Acquisition Strategy.
  • The PM is looking for someone who understands and will be responsible for facilitating the ARP process, draft ARP documents and follow up on getting signatures through the process.
  • Individual will be part of the program team, understand timelines and program requirements, and will work with PM, PEO, Acquisition center, and other contracting agencies toward timely contract awards.
  • This position is full time in Aberdeen Proving Grounds.
  • The candidate must have an active security clearance.

Procurement Analyst

5-7 years of Procurement experience

Budget Analyst

This position provides program and budget support to an Army PM Business Management Division (BMD).

The budget analyst will assist the Program/Product Manager in developing Obligation Plans, P&R Forms, Weapon System Reviews and Program Objective Memoranda (POM) for support to the Army’s Planning, Programming, Budget and Execution (PPBE) process.

The budget analyst will be responsible for budget execution, Smart Charts, planning, manpower resources/functional support agreements, contractual funding analysis, and external audit support.

Budget planning includes coordination with standard accounting systems to enable tracking of funds availability, balance of obligations, and reconciliation of un-liquidated obligations.

The analyst shall utilize the DoD standard financial systems, General Fund Enterprise Business Systems (GFEBs) and Standard Operation and Maintenance army Research and Development System (Accounting) (SOMARDs) to report, record, and analyze budgetary documents.

Experience and proficiency with Microsoft Office including EXCEL and Power Point is needed.

Security Clearance level is Secret.

BA or BS Degree is desired.
